PEOPLE MOVES: FCA hires ex-FBI man, Deutsche Bank, Old Mutual

The UK regulator has pulled out the big guns and appointed a former FBI man to head up its retail and regulatory investigations. Deutsche Bank has appointed co-heads of wealth management for Germany and Old Mutual International has named an operations director for the Isle of Man.

Financial Conduct Authority

The FCA has recruited Michael Welch, formerly of the US Federal Bureau of Investigations, to run its retail and regulatory investigations.

At the FBI, Welch ran the bureau’s international operations.

He joins the FCA from Standard Chartered where he ran the bank’s UK internal investigations unit. Welch will join the FCA later this month and report to Mark Steward, the agency’s director or enforcement and oversight. He replaces Tom Spender who left in June to join Lloyds Banking Group.

Deutsche Bank

Deutsche Bank has appointed Anke Sahlén and Daniel Kalczynski as co-heads of wealth management in Germany. They will jointly manage Deutsche Bank Wealth Management (WM) in Germany, effective immediately.

Kalczynski joined Deutsche Bank in 1990. He has been managing WM Germany on an interim basis since April, in addition to his responsibility as chief operating officer of WM Germany and prior to that of Asset & Wealth Management Germany.

Sahlén started her career with Deutsche Bank in 1993 and has focused on advising wealthy clients both nationally and internationally ever since. She currently leads the WM team in Germany’s eastern region and is a member of the management board for that region.

Old Mutual International

OMI has appointed Simon Hull as operations director for the Isle of Man. He joins the business from Barclays where he spent the last five years building customer focused operational teams, delivering improved levels of customer service, and heading up the operational risk and control functions.

Hull will be a key member of the senior leadership team with responsibility for customer services, supporting OMI’s global offices. He has spent the last 16 years working on the Isle of Man and the Channel Islands.  

EFG Asset Management

As part of its ongoing development in Asia, EFG Asset Management has appointed Rebekah Chuan as chief executive and head of investments of EFGAM Singapore. Based in Singapore, she will have executive responsibility for developing the investment solutions offering, supported by a team of locally based investment professionals.

Chuan has over 27 years of investment experience and joins EFGAM from DBS where she spent five years building their discretionary portfolio management platform. Previously, she was head of discretionary at HSBC (Suisse) Private Bank based in Singapore for 10 years and, prior to that, she held senior roles at Newton Investment Management, Axa Asset Management, and Aviva Investors.

Nucleus

The adviser-built wrap has appointed Rachel Vahey as a product technical manager to boost its pension and tax expertise. Previously an independent pensions consultant at Rachel Vahey Consulting since 2011, she spent the 13 years before that at Aegon in a number of roles.

In her new role, Vahey will work alongside product technical manager Jon Gwinnett delivering technical training for adviser firm users and providing technical expertise to advisers via Nucleus factsheets, blogs and other content. She will also develop a policy role working with government, regulators, industry bodies and advisers, and be a media spokesperson.

LGT Vestra

The wealth manager has hired Michael Moss as business development director. Based in Bournemouth, Moss will be responsible for developing the firm’s growing relationships with financial advisers in southern England, the Channel Islands, and internationally.

He joins LGT Vestra from Quilter Cheviot where he was a business development director for five years. Prior to that he was a business consultant at Zurich Intermediary Group for six years.

Zedra

The trust, corporate, and fund services firm has appointed Greg Murray as head of compliance in Jersey. In his new role, Murray will be involved in the enforcement of the firm’s financial crime policies and procedures, including those in relation to financial sanctions.  

He joins Zedra from Coutts where he served as director of policy and risk.

Zedra also announced the appointment of Andrew Wilson as associate director of marine and aviation. Based in the firm’s Isle of Man office, Wilson’s appointment follows Zedra’s strategy of expanding its range of fiduciary services across a growing number of jurisdictions.  

Vantage Pension Trustees

The Jersey-based firm has strengthened its team with the appointment of Chris Hall as director. He will spearhead the expansion of the firm’s international pension business, including Jersey recognised overseas pension schemes (Rops – previously known as Qrops), and international corporate pension schemes.

Hall will be responsible for the growth of Vantage’s pension business focusing on the development of its Jersey Rops, predominantly into jurisdictions where Jersey has double-taxation agreements such as the UAE, Cyprus, Hong Kong and Singapore, as well as corporate pensions into the GCC region.
