Swan (pictured) will join the organisation in January 2012 from the Financial Services Authority (FSA), where he was a technical specialist on the collective investment schemes policy team.
During his time at the UK’s financial regulator, Swan led negotiations in the Council of Ministers and the European Parliament on the Alternative Investment Fund Managers directive.
He also chaired a European Securities and Markets Authority (ESMA) group developing the implementing measures under the directive, and represented the FSA in ESMA’s investment management standing committee.
Swan will report to Dan Waters, the managing director of ICI Global and a former director of asset management policy at the FSA.
As International Adviser reported last month, ICI Global was set up to focus on regulatory, market and other issues for global investment funds, their managers and investors.
